CALEA solutions for ISP's CALEA solutions for Higher Education

As Apogee strives to meet the evolving needs of today's network environment, we're pleased to offer our Secure Intercept Service (SIS). While there are many variables affecting whether or not an institution is required to comply with CALEA, a number of institutions and entities have indicated that they need a simple, non network-disruptive, low-cost solution for CALEA compliance. Our service is designed to meet the needs of those groups.

Abous SIS The process The solution
As the largest residential network service provider to higher education, Apogee was required to comply with CALEA across all of our client campuses. As such, we are able to leverage our economy of scale to provide this service at no charge to our current ResNet clients as well as offer a cost effective stand alone service (Trusted Third Party/TTP) for higher ed.

Our service is specifically designed to address certain data security, confidentiality, and authentication issues that are unique to higher ed and important in preserving the privacy and security of your students, faculty and staff.

The FCC has indicated that another alternative to TTP service is network outsourcing. Our core business (outsourced ResNet), in use today by many higher ed institutions, also includes full CALEA compliance at no cost. For all campuses that Apogee currently provides managed ResNet service we are also providing our Secure Intercept Service for the administrative side of the network at no additional cost.

Lawful Intercept (LI)

Lawful interception is the legally sanctioned official access to private communications, such as telephone calls or e-mail messages. In general, LI is a security process in which a network operator or service provider gives law enforcement officials access to the communications of private individuals or organizations. Countries around the world are drafting and enacting laws to regulate lawful interception procedures; standardization groups are creating LI technology specifications. As the number of requirements continues to expand, service providers - including higher education institutions - may find lawful interception processes increasingly complex, costly, and time consuming.

Communications Assistance for Law Enforcement Act (CALEA)

CALEA requires providers to engineer their systems to make wiretapping easier and less expensive for the government.

The original act was passed in 1994 in response to a request for help from law enforcement. It requires providers of commercial voice services to engineer their networks in such a way as to assist law enforcement agencies in executing wiretap orders. Higher education institutions were exempt from CALEA compliance under the 1994 act. On August 5, 2005, the Federal Communications Commission, in response to a request by law enforcement, extended CALEA compliance to include facilities-based Internet service providers. Each institution should consult their counsel on the application of CALEA to their network.

THE DEADLINE FOR CALEA COMPLIANCE WAS MAY 14, 2007

Apogee is not providing any legal guidance on this complicated area of the law, but provides an FCC approved alternative to higher education groups that determine that CALEA compliance is needed. Each institution should consult their own legal counsel to determine if they are exempt from CALEA.
